EPA Workers Receive Emails Warning their Employment could Be Terminated

More than 1,100 staff members at the Epa got notification today that they were considered to be on probationary status and warning they could be fired immediately, according to an e-mail obtained by CNN.

Probationary staff members receiving the email have been working at the agency for referall.us less than a year. The emails started to head out late on Wednesday afternoon, according to an EPA union official.

The same message will be sent out to other company workforces, a White House official stated. Across the US government, the most recent data programs there are more than 220,000 employees on probation.

“As a probationary/trial period worker, the firm has the right to instantly end you pursuant to 5 CFR § 315.804,” the EPA e-mail to probationary employees reads. “The process for probationary removal is that you get a notice of termination, and your work is ended immediately.”

“Each worker’s status will be figured out individually,” the email includes.

The email likewise spells out an appeals process staff members can take to see if they are qualified for additional defense.

The approach resembles how Elon Musk, now an essential Trump adviser, handled layoffs when he bought Twitter – make a brand-new e-mail alias (in this case, notice@epa.gov) and then send mass termination letters to everybody on it.

The US Office of Personnel Management declined to comment, and the White House and EPA did not respond to ask for additional comment.

The EPA union official said these probationary employees aren’t the like at-will workers; they have less protection than tenured staff members, but they have rights to appeal.

The union official stated EPA will have to make a finding as to every probationary employee that is being let go – either that their performance is bad or that they had a disciplinary issue. Veterans and those with tenure have additional layers of defense. Attorneys who work at the EPA and AFGE, the union representing a big number of EPA employees, are counseling people who are probationary workers on how to respond to these emails and waiting to see what further action is taken.

The EPA e-mails come after the Office of Personnel Management sent out a mass email to federal employees Tuesday night telling them if they resign now, they would be paid through September 30 even though they likely wouldn’t have to work, or might at least keep working from another location.

The email defined that those who pick not to opt into the program – referred to as a “deferred resignation” deal – can’t be offered “full assurance concerning the certainty” of their position or agency moving forward. It added that, should their task be eliminated, they “will be treated with self-respect and will be paid for the protections in place for such positions.”

The email, sent out from a new federal government alias HR1@opm.gov, included the subject line “Fork in the Road,” the same subject line of a demand message Musk sent out to his workers at Twitter in 2022.

Musk has actually made clear in recent months that a top priority for the Department of Government Efficiency, which he is helming, would be to rid the federal labor force of staff members considered as underperforming.

Marie Owens Powell, of American Federation of Government Employees Council 238, stated morale at EPA was suffering.

“It’s bad, it’s probably the worst I have actually ever seen,” she said. “I’ve never ever seen anything like this. Literally every day, folks hesitate to turn their computer systems on. They do not know what message will be coming out next.”

Mass layoffs of probationary employees could disproportionately impact younger workers, said Rob Shriver, acting director of OPM under President Joe Biden.

“There has been a longstanding battle to get more youthful individuals interested in civil service,” Shriver said. “We strove to fix that, employing roughly 13% more individuals under the age of 30 in 2024 than 2023.
